Nature’s way is a path towards entropy or a steady state which by necessity turns into an attempt to decay and destroy all man builds or attempts to develop.
This fact of nature makes one wonder why we don’t plan and budget for maintenance whenever we budget to build anything. Even better, we should consider all of the life cycle costs at the beginning of the design stage when we select designs, materials to use, etc. in addition to budgeting for the future maintenance and eventual replacement. All decisions to build should be based on total life-cycle costs.
Since we rarely did an adequate job of considering total lifetime costs for our infrastructure and then didn’t maintain them properly year by year, we are now faced with unbelievable infrastructure repair and replacement costs in addition to paying off the enormous debt we took on to originally build them.
